CEHCIG-821 Toggle disabled on clicking

Luke Preston requested to merge CEHCIG-821-toggle into develop

If you had a slow connection and you tried toggling meta/data then it would have been slow and you would have a back log of responses coming making it seem like it is even slower than it really is.

So now it is disabled until you get a response
