Add support for running legilo locally alongside catalogue

  • Need to provide -l flag to the ./start-catalogue.sh command to run legilo.
  • Once running, it can be tested with these two documents: 2d023ce9-6dbe-4b4f-a0cd-34768e1455ae and 993c5778-e139-4171-a57f-7a0f396be4b8
  • @rjsc I have added pull_policy to always which will always pull the "latest" one if its updated in Docker Hub.
