Changed _accessButtons.ftlh to use passed in values rather than hardcoded regex

Added a new regex for supporting docs Fixed breaking tests Edited DownloadOrderDetailsService to accept a value from app.properties rather than hardcoded regex Created new properties files with regex order, package and datastore as these needed to be beans to be passed in via the FreemarkerConfig
