Populating Vocabulary service with facets using Sparql

added new class to handle query json response deserialization added enum for facet types going into queries, also will be useful for SolrIndexMetadataDocumentGenerator Replace old vocab service bean resolving always false in ServicesConfig with one to call the vocabulary retrieve on startup
