Fix UKEOF network map bug with polygon facility

Hamayoon Khan requested to merge EMC-197-network-map-not-displaying-with-polygon into develop
  • UKEOF network map wouldn't show facilities if one of them was a polygon.
  • Fixed bug by adding the properties of the polygon facility along with calculated coordinates. Closes EMC-197
