As a Job Manager I want to be able to reopen 'Agreed' SA documents

Rough testing guide... localhost:8080/eidc/documents select dataset entry edit>admintab>has service agreement save and exit to entry page edit>serviceagreement> enter depositor contact details as unprivileged, deposit reference as CT-xxxx (catalogue test jira board) go through service agreement click next and enter fields required such as all the keywords tab fields and description and lineage in discovery metadata tab save and exit add /permission to url and add new permission for unprivileged with can edit and view go back to record and view service agreement again and fix any errors once fixed should show submit button next to edit when user is unprivileged now will follow the workflow process switching between depositor(unprivileged) and superadmin to continue each step until reach agreed step see if changing back to draft(edits required) is an option
