CEHCIG 797 file validation

1. Changed the toggle to something more obvious
2. Fixes data if someone has tampered with the file
3. Fixed a bug which deleted whole folder when filename or guid was blank
4. Can add a file if it has a different checksum or delete
5. Can add missing files, e.g. when someone adds a large file manually then they use this tool to add a checksum
