Sensible starting zoom level for point features

Jonathan Cooper requested to merge EMC-119-map-site-scaling into develop

The first visit to documents with a single point feature will now have their map zoomed out to a mid-range zoom level so the background shows surrounding features - it is around 50 miles wide.
