Add GEMET vocabulary

We add GEMET as a vocabulary for the eidc server profile in KeywordVocabulariesConfig.

This uses HttpKeywordVocabulary, a new implementation of KeywordVocabulary for vocabularies without Sparql endpoints. As such it is heavily based on SparqlKeywordVocabulary.
