CEHCIG-791 view if has edit permission

Luke Preston requested to merge CEHCIG-791-can-edit-and-is-scehduled into develop
  1. You can view the panel if you have edit permissions
  2. Changed the text from View/Upload to Manage. Seems easier and makes just as much sense as opposed to change the Gemini model
