Draft: Resolve ELTER-17 "Changeelterdatastructure"

Philip Trembath requested to merge ELTER-17_changeElterDataStructure into develop
  • Updated abstractMetadataDocument to add new 'descriptions' element. This will supersedes 'description' and some elements in other documentTypes but I've left them in for the time being so as not to break anything.
  • Templates updated to use either 'descriptions' or 'description'
  • Also added new menu for eLTER - currently the help url is a placeholder
