(failing) CEHCIG-785 adding upload

You need to create a dropboxfolder in the main folder of the project

Users can upload and delete files, there is authentication around the page and the API, if you can't upload you can view the files and checksums

This does not include the ability to finalise, only to be able to upload to a dropbox folder

I also don't have selenium or junit tests, working on those now and would like to do another MR for those
