Initial ElterDocument from GeminiDocument

Thomas Staunton requested to merge EDS-2293--Field-in-eLTER-dataset-document-type-to-store-DEIMS-site-id into develop

We copy the GeminiDocument into a new elter folder, adding only an import of the remainder of the gemini classes and replacing all references to the GeminiDocument class.
