Gemini 2 3 encoding errors

Updated gemini xml templates for v2.3 (encoding restrictions for this version is far more rigorous). Updated metadata quality service to add GEMINI 2.3 more stringent checks

Also tweak to add resourcetype to "citation" data

Also removed unnecessary http://purl.org/dc/terms/relation relationship which has been replaced with https://vocabs.ceh.ac.uk/eidc#uses
