GEMINI Signpost changes

Philip Trembath requested to merge EIDCHELP-24811_NERC_data_disco_cat into develop

Rick requested that signpost documents be harvested by the data.gov.uk/NERC catalogue. This required a few changes:

  • Some metadata quality changes for signposts
  • Added signposts to the WAFs
  • Updated GEMINI xml template to classify "scope" of signposts as 'dataset'
