Eidchelp 24361 update access limitations

Lots of changes in this update:

  • Removed confusing accessConstraints and replaced with a single accessLimitation element
    • accessLimitation is compliant with new GEMINI/INSPIRE requirements (I think!)
    • accessLimitation and status do similar things so I merged them in the editor - when resource status in the editor is completed, it adds two metadata elements (i) resourceStatus (ii) accessLimitation
    • Updated html templates as a result of the change
  • Removed "metadataPointsOfContact" as it's confusing and we don't use it
    • boiler plated metadata point of contact in the GEMINI xml template
  • Added extra classification in the metadata quality check so there are three levels of wrongness
  • subsequently updated html quality report and associated styles

As this update changes the structure of metadata, all GEMINI records will need to be updated. I have a script to do this but can we discuss how best to manage this release?
