Eidchelp 24196 quality tweaks

After they were released in the wild, some minor tweaks to the quality checks were necessary.

  • removed aggregate records altogether
  • moved check for licence from "non-aggregate" checks to the basic checks
  • removed temporal extent requirements from "application" records
  • changed a couple of ERRORS to WARNINGS
  • changed requirement for metadata email from "enquiries@.." to either "enquiries@.." or "eidc@.."

Could you merge if you're happy with them.
