New OSDP ParametersMeasured can be added in editor

Rod Scott requested to merge CEHCIG-873-parameters-measured into develop

Need to ensure name and unitOfMeasure objects exist when adding a new ParametersMeasured in editor when using Add button. Without this template tries to access properties of an undefined object and throws and exception. This prevents new ParametersMeasured being added.
