Main changes to account for temperature variable being called absolute_change

Changes for the new datasets

• limited datasets to only the three new datasets
• temperature is an absolute change with °C
• use q10, q50, q90 variabales in graph api
• url change location

On serverside changed chart_csv to access new data and added testing.
