Added download functionality

Jonathan Cooper requested to merge DUKEMS-181-dynamic-download into master

This adds the new download functionality above the map that allows the user to choose a pollutant, snap sector, and (if the snap sector supports it - currently only road transport) detailed options (eg vehicle types and driving activity).
